[NOT A BUG] You do not have permission to view this page

I am logged in as administrator. I made sure to give administrator all permissions. When I click create group, I get you do not have permission to view this page or perform this action.

I found out what it was. For some reason, my super admin account had no permissions to tl groups even though administrator user role did
