Implemented Rules text default text via ACP

Hello Nobita,

I learned today that it is not possible via permissions to disable the rules confirmation chack when joining a group.

As this is mandatory, I think it would be a good idea, that the forum administrator can set a default rules text via ACP.

Because right now, if the group creator doesn`t input a rules text, this field is empty.
And I don`t like empty fields for mandatory things - a default text would be nice
