Fixed Moving a thread - all groups appear in forum-list

there is a list of all target-forums.

But now this list contains also all group-forums.

The main problem is that the group forums are in random places. If all group forums are together at the bottom of the list it would be better. But now we cant find anything.

Mostly the forums are all called
"Groups"

The "move thread" feature is annoying, because group admins cant move thread in their own group. If you give them the rights, they can move threads everywhere and also in outher groups which they are not admin. This was claimed often in the bug/support forum here.

I meant the 'move thread' in the normal forum. There appear all groups.
