Implemented Group rules

A very important function for groups is to have group rules. Here is how it can work:

1. The group staff or admin sets rules for the group. (edit group)
2. Before a user can join the group he must view and agree to the rules.
3. After the user has agreed to the rules, he becomes a member of the group.

Users do not only need to view, but also agree to the rules. There needs to be a 'agree' button.

I have created new custom field for that. That field was built-in so can not delete Just for rule.

RvGWhen you viewing your group. You should see the alert for updating rules

I dont see any groups.

He uninstalled / disable it using version 2.2.0 - I guess he'll enable it again soon.

Yep! Have some bugs in 2.2.0 so i need to disable. All bugs was fixed.
