Question Group Owner Vs Group Leader - 2 questions please

my group owners want the same permissions as anyone who they promote to group leader, currently only the group owner and start forums ect....

also

my group leaders want to start a forum in there group that only group leaders can see and group members cannot , how can i do this?
 
there should be 3 default permission groups

Leader
Member
Creator

so other leaders can be promoted to creator and gain all abilities
