Implemented Forbidden Ribbons

For security reasons, there should be an option to disallow certain text in ribbons, in a similar fashion to how text is disallowed in custom titles. This would help prevent users from impersonating staff members on the site. Additionally, there should be a permission controlling if a user can set a ribbon for their group.
