Fixed 2.8.9b Group Member List Admin Tools Issues

In the Member List of a group you have a tools menu that is misleading / irritating.
Normal status members that are valid group members show this "CONTEXT" menu:

1. There is no "ban" contextual option (I need to first BAN a user before I can "lift" or "edit" the ban...)
2. "Lift Ban" and "Edit Ban" should ONLY appear if the user is banned...
