Fixed Unregistered users can see groups while they have no permission.

Unregistered users have no permission to view groups.
Yet, social groups tab and the groups are visible to guests.

I think the bug was caused by how this fix was initially implemented: https://nobita.me/threads/no-permission-for-admin.1122/
In 2.7.7 it works fine.
