Currently, if a user is a staff member of one or more groups, the system will count that on their profile along with the number of groups they own, but does not show these groups in the "Groups managed by [user]" tab. This prevents a user who is a staff member in multiple groups from creating their own groups, even if they've never created a group before. I propose that:

This prevents a user who is a staff member in multiple groups from creating their own groups, even if they've never created a group before. I propose that:
- Groups a user is staff in are listed as groups the user manages in the "Groups managed by [user]" tab.
- Groups a user is staff in do not count towards the total number of groups a user can create.
