Implemented Overlay for group rules while writing reason to join

Hi,

When a user wants to join a group, he should write a bit about why he wants to join.
Then he should accept group's rule (and the rule is clickable)
As you know when user clicks on rules, they be opened in same tab. Its not good. Because the user then should back and do again the same process. It would be better if:

• When user click on it, it appears in an overlay. OR
• at least be opened in new tab (target blank)

I like first one, but its up to you.
