No access to group forums

After the latest fix: 2.9.0.b - unregistered users may browse private group threads
Now group forums no longer load. The user is always returned to the information tab.

This problem with no working social group forums is still better than the previous issue with secret forums exposed.

Correction: site admin/staff has no access. Group members do have access.
I am running xf 1.5.21 which has new functionality in regards to permissions for those who have not accepted privacy policy and rules.
