Implemented NewsFeed when promote user

As the title. It is old feature and I have remove it in some versions (currently). And now. I have bring it back.

When you installed this add-on: http://nobita.me/resources/profile-cover.17/ The layout should be useful.


And very easy just single avatar if you not installed that add-on.

Note: I do not plan support third parties add-on for this stuff. So please don't ask me for that.
