Implemented Global settings for forum create

When a group leader adds a new forum they need to add various settings. My members do not understand the settings below and there is no need for them to set these 3 settings:

Forum Watch Notification Limit
Default Sort Order
Thread List Date Limit

Please remove them from
/groups/forums/add?team_id=438

Please give us a global setting so that our members do not need to get confused.

although it can be removed, but its useful in our case. (as you remember I even posted a bug about it while ago, and that shows that we use that feature)
