Automatically reassign dead groups

A big problem with nobita social groups is dead groups. The group admin does not visit so the group is dead. I have hundreds of groups that are dead because the group admin is banned, deceased, does not visit.

We need a function to fix it:

1. Add settings in group options (/admin.php?options/list/nobita_Teams)
   - Send email after X days of group inactivity.
   - Send email every X days.
   - Maximum Emails sent to group admin.
   - Reassign Group after X days.
   - Deceased Members User Group.
   - Reassign criteria. (same user criteria as trophies)
   
2. When a group owner has not posted in the group for X days OR if the group admin is banned OR if the group admin is dead, send an email to the group owner:
   

   Hello {username},
   You have not posted in your group {groupname} for X days. Your members are waiting for your activity. Without activity your group will die. If you no longer want to participate then please ask another group member to take over the group.
   Regards,
   {sitename}

3. After X days of inactivity by ANY group owner, send a conversation message to the group members that meet the criteria set in admincp:
   

   Hello {username},
   The group {groupname} needs a new group owner. Currently the group owner is not active. Without activity the group will die. If you want to lead this group then click here.
   Regards,
   {sitename}

4. If the user clicks the link then they become group admin. If multiple users click the link then they all become group admin.
