Add option to include alert bubble in navigation when new groups are created

If 5 new groups are created since a members last visit, show a '5' alert bubble in main forum navigation.

This gets marked as read when they click through view the group index page.

This will increase awareness of new groups to long time members that don't necessarily visit that section of the site often.

Adding to this - another reason to draw a user into the groups section is if they've been invited to join a group.

If there are any pending group invitations, they should add to this number.

Once on the groups page, there can be a notice call to action so they can see their invites and action them (similar to the one when you enter the group you've been invited to and the invitation is pending)
