Implemented The default opacity on the featured threads banner is too low, increase it slightly by default

The opacity is currently 0.18, which often doesn't give enough contrast, especially when the image has a light background.

I suggest increasing this slightly to some thing more like 0.4 or more, to increase the contrast.
