Fixed date format and event alert

Hi,

i have a problem with the date format.

My settings:


I have set up 24h but in the create event window i can still set up am/pm that confuse user

and i get this error if i set up 20:00pm


And the list and calendar layout show me 2 different times.
List show me the corrct time 20:00


Calendar show me the wrong time 18:00



how can I set up that all members get a alert when an event is created
