[NOT A BUG] Can not create a Closed groups

I have created a group category called "Gremios Privados" which should have closed groups only but when I want to create a new group under this category only displays Public Group in Privacy settings and I can not create a group unless I mark that option resulting in a public group under a private group category.

There is a permission to allow create closed groups. Are you allow it?
