Implemented BETA: Remove the duplicate buttons on new events layout

The new layout is much better, but I don't think you need the extra buttons here, they're just duplicate and clutter up the screen.

You can get away with only having the tag section below the submit buttons.

Or at the minimum, remove the duplicate 'upload a file' button.
